Three Waters Reform: Standing Up for South Waikato’s Voice

Three Waters has been one of the biggest and most complex issues facing local councils across the country, and from day one, I’ve made sure South Waikato didn’t just sit on the sidelines. We’ve had a strong voice in the room, because decisions about our water shouldn’t be made without us.

This is about the future of our water, our infrastructure, and our people, and I’ve backed an approach that keeps local control, keeps things affordable, and keeps South Waikato at the table.


What’s Happening?

As part of the Government’s Local Water Done Well reform, councils are being asked to consider how water services will be delivered in the future. That includes drinking water, wastewater, and stormwater services, all critical to daily life and community health.


South Waikato District Council has chosen Waikato Water Done Well as our preferred option moving forward.


What Is Waikato Water Done Well?

It’s a multi-council, collaborative model that brings together South Waikato, Waipā, Matamata-Piako, Waitomo, Ōtorohanga, Hauraki, and Taupō District Councils into one united, Council-Controlled Organisation (CCO) for water services.


This model means:

  • We retain ownership of our water assets through shareholding

  • We keep a strong voice on decisions through the Board and Statement of Expectations

  • We gain the scale to meet growing regulatory and environmental requirements

  • We reduce long-term costs for our ratepayers compared to going it alone


It’s the most practical and financially responsible option available, and it’s built around working with our neighbours to achieve better results for everyone.

Why Not Just Stick With What We’ve Got?

On the surface, keeping things the same might sound easier. But in reality, the status quo just doesn’t stack up anymore. Here’s why:

  • It’s more expensive to run things on our own

  • It doesn’t meet the new legal and environmental standards

  • It puts more pressure on ratepayers over time

  • It’s harder to attract and retain skilled staff in a standalone setup

  • It lacks the scale to improve environmental outcomes across catchments


In short, it costs more, delivers less, and isn’t sustainable. That’s not a risk I’m willing to take.

Water is one of the most essential services we provide. It deserves a well-thought-out plan, not politics, not guesswork, and not decisions made behind closed doors.


I’ve stood strong on this issue because I believe South Waikato deserves better, and that’s what Waikato Water Done Well is all about.
